# SLL 5.1 - Off-road active transport network

Providing an off-road active transport network in new subdivisions supports safe and convenient walking and cycling, encouraging healthy lifestyles and reducing car dependency.

The Victorian Planning Provisions include the following objectives for off-road active transport (at 56.06-2, 56.06-3, 56.06-4):

  • To create a connected and legible active transport network linking homes to community destinations.
  • To prioritise walking and cycling routes within subdivision design for safety and convenience.
  • To integrate active transport with public transport and activity centres.
  • To ensure detailed design supports accessibility, safety, and amenity for all users.

BESS rewards subdivisions that consider off-road active transport by:

  • Providing direct, safe, and continuous off-road paths to key destinations such as schools, parks, shops, and public transport stops.
  • Locating active transport routes in visible, central areas and integrating them with green spaces and streetscapes.
  • Delivering high-quality paths with appropriate widths, lighting, passive surveillance, landscaping, and accessible gradients.
