To provide for walking (including persons with impaired mobility), cycling, public transport and other motor vehicles in an integrated manner.
To contribute to reduced car dependence, improved energy efficiency, improved transport efficiency, reduced greenhouse gas emissions and reduced air pollution.

An application for a subdivision must include a plan of the layout of the neighbourhood that meets the objectives of:
- Clause 56.06-2 Walking and cycling network
- Clause 56.06-3 Public transport network
- Clause 56.06-4 Neighbourhood street network
# Summary
Better practice is awarded where the off-road cycling or shared path network is:
- Minimum 2 metres wide, and wider where possible to support safe and comfortable use.
- Demonstrated to minimise and control road crossing points to improve safety and continuity for cyclists and pedestrians.
These elements should be demonstrated in the subdivision’s engineering or streetscape plans, showing how the network supports safe, accessible, and efficient active transport.
