Better practice is awarded where there is a commitment to implement minor temporary transport infrastructure activations prior to public transport operation.
To meet the standard, applicants should demonstrate intent to deliver interim measures—such as shared ride meeting points, temporary shelters, or signage—that encourage community access to nearby public transport hubs before permanent services commence. This commitment should be documented in the planning report or permit application.
